Every UK Civil Service advert maps to a national grade, even when the department gives the role its own local job title. Grade is the single most reliable way to filter the board, because it fixes the salary band, the level of responsibility and the Success Profiles behaviours you will be assessed against. Salary figures below are typical national ranges; London roles usually carry a higher band.

AA & AO Roles

~£22,000 – £26,000

Administrative Assistant and Administrative Officer are the entry points to the Civil Service. Most are operational delivery roles (processing casework, handling customer contact, supporting a team) and the majority ask for no formal qualifications, only the behaviours set out in the advert. EO & HEO Roles

Executive Officer is the first supervisory rung; Higher Executive Officer is where policy, analysis and project delivery work begins in earnest. HEO is the most competitive grade on the board, because it is the entry point for external candidates with private-sector experience and the first promotion target for everyone below it. Senior Executive Officer and Grade 7 are senior professional grades: leading teams, owning a policy area, or holding technical seniority in a profession such as Government Digital and Data (DDaT), Analysis or Project Delivery. Grade 6 & SCS

Grade 6 is the most senior grade below the Senior Civil Service, typically leading several teams or a significant programme. The SCS itself runs from SCS1 (Deputy Director) to SCS4 (Permanent Secretary) and is recruited through separate, longer campaigns with staff-engagement and leadership assessment. Civil Service Security Clearance Levels Explained

BPSS, CTC, SC and DV: which roles need what

You do not need clearance before you apply. It is obtained after a conditional offer, and the level required is stated in the advert:

  • BPSS (Baseline Personnel Security Standard) - the minimum for essentially every role. Identity, right to work, criminal record and a three-year employment history. Typically 2–4 weeks.
  • CTC (Counter Terrorist Check) - for roles with proximity to public figures or sensitive sites. Adds a Security Service check.
  • SC (Security Check) - for long-term access to SECRET material. Includes a financial check and usually requires five years' UK residency. Commonly 6–12 weeks.
  • DV (Developed Vetting) - the highest standard, for sustained access to TOP SECRET material. Involves a detailed interview and referee checks, normally requires ten years' UK residency, and can take several months.

Filter the board by Clearance if a long vetting timeline would be a problem, or if you already hold SC or DV and want roles that will accept a transfer.

How Civil Service Pay and Pension Work

Civil Service pay is set department by department within the annual Civil Service pay remit, so the same grade genuinely pays differently at different employers, and London roles carry a separate higher band. Most adverts publish an explicit minimum and maximum, which is what the Pay column and the salary filter sort on.

The pension is the part candidates most often undervalue. alpha is a career-average defined benefit scheme: you build 2.32% of each year's pensionable earnings as guaranteed, inflation-linked income for life, with an employer contribution far above a typical private-sector match. Contract type changes the picture too. Alongside permanent and fixed-term posts, the Civil Service advertises secondment and loan arrangements, which let you move in from another employer, or between departments, without giving up your existing terms.

Recruitment volume is concentrated in the large operational departments. The Ministry of Justice and HM Prison & Probation Service run the highest-volume campaigns on the board, covering prison operational roles and probation officer returner programmes in particular. The Ministry of Defence hires steadily across engineering, commercial and security-cleared posts, while the UK Health Security Agency recruits specialist scientific and laboratory staff. What Is a Mass Recruitment Campaign?

A mass recruitment campaign is a single Civil Service advert hiring for many identical posts at once, often across several regions, rather than for one named vacancy. One advert can be filling anywhere from five to fifty or more positions.

This matters more than almost anything else on your application strategy, and the official service does not surface it: two adverts sitting side by side look identical, but one is hiring 1 person and the other is hiring 40. Civil Jobs reads the post count out of each campaign and shows it in the Openings column, so you can sort the whole board by how many openings are genuinely available and spend your effort where your odds are best. How is a Civil Service application scored (1 to 7 scale)?

Behaviours, experience and technical skills are scored on a 7 point scale, and strengths on a 4 point scale. A score of 4 is the usual minimum in each behaviour. Departments set their own benchmark for a specific campaign, so a competitive vacancy may instead require a 5 on the lead behaviour or a minimum total across all behaviours, and some allow a single 3 where every other score is high.

How do Strengths questions work and how are they scored?

Strengths evaluate natural affinity and enthusiasm on a 1 to 4 scale. Panels assess your tone and body language against a baseline question alongside your learned experience, so authentic responses matter more than rehearsed answers.

What is the difference between PECs and Security Vetting (SC/DV)?

Pre-Employment Checks (PECs) verify identity, DBS, and right-to-work in 2 to 4 weeks for all roles. National Security Vetting (CTC, SC, DV) is separate, grants access to SECRET assets, and takes 1 to 6 months depending on residency background.

What does being placed on a Civil Service Reserve List mean?

It means you passed all sift and interview benchmarks. Reserve lists remain active for 6 to 12 months, and departments draw candidates from them to fill identical or similar roles without requiring a new interview.

Why does Civil Service recruitment take so long (3 to 6 months)?

Recruitment follows Civil Service Commission merit rules. Panel scoring, pre-employment checks, and vetting take time behind the scenes. A typical timeline is 3 to 6 months from the advert closing date to your first day in post.

Can I negotiate starting salary or transfer on Loan / Secondment?

New entrants start at band minimums unless specialist allowances (e.g. DDaT RRA) apply. Existing civil servants moving between departments can transfer on Loan or Secondment, keeping their home terms and promotion rights.
