Understanding Civil Service Pay & Alpha Pension Deductions

The UK Civil Service Alpha pension scheme is a Career Average Revalued Earnings (CARE) defined benefit scheme. Unlike private sector pension pots that fluctuate with stock market crashes, Alpha guarantees a inflation-indexed annual income for the rest of your life from State Pension Age.

1. How the 2.32% Alpha Pension Accumulation Rate Works

Each year you are an active member of Alpha, you build up 2.32% of your actual pensionable earnings for that year into your pension bucket.

Example: On an HEO (Higher Executive Officer) salary of £38,000:
£38,000 × 2.32% = £881.60 guaranteed annual pension built in Year 1

This £881.60 is revalued every year in line with the Consumer Prices Index (CPI) inflation rate until you retire. As you progress to SEO, Grade 7, or Grade 6 roles, your 2.32% accrual scales with your higher base pay.

2. 2025/2026 Alpha Member Contribution Tiers

Your member contribution rate is automatically determined by your actual gross pay band:

  • Up to £33,400 (AO & EO): 4.60%
  • £33,401 to £58,200 (HEO & SEO): 5.45%
  • £58,201 to £67,700 (Grade 7): 7.35%
  • £67,701 and above (Grade 6 & SCS): 8.05%

3. Instant Pre-Tax Relief (Net Pay Arrangement)

Alpha pension contributions are deducted from your gross pay before Income Tax is calculated. This means on a 20% basic rate tax tier, a £100 pension contribution only reduces your net take-home pay by £80. On a 40% higher rate tax tier, a £100 pension contribution only costs £60 net.

4. Employer Contributions (28.97%)

Government departments pay an average of 28.97% of your gross salary into the pension fund on your behalf (Accruing Superannuation Liability Charges - ASLC). On a £38,000 salary, your employer contributes approximately £11,009 per year to support your pension scheme. What is the difference between Alpha and Partnership pension schemes? ▼
Alpha is a Defined Benefit (CARE) scheme that pays a guaranteed inflation-linked pension for life. Partnership is a Defined Contribution (stakeholder) scheme where the employer pays a generous age-related contribution (8% to 14.75%) into a private investment pot managed by Legal & General, without requiring you to contribute anything yourself.
Can I take a tax-free lump sum when I retire from the Civil Service? ▼
Yes. When you retire, you can exchange part of your annual Alpha pension for a tax-free lump sum. Under current HMRC rules, you can commute £1 of annual pension for £12 of tax-free cash, up to a maximum of 25% of your total pension value.
What happens if I retire earlier than my State Pension Age? ▼
You can claim your Alpha pension as early as age 55 (rising to 57 in 2028). However, if you claim it before your Normal Pension Age (which equals your State Pension Age), an actuarial reduction (approximately 4% to 5% per year early) is applied to reflect that the pension will be paid out over a longer lifetime.
Are DDaT RRA, RTA, and London Weighting allowances pensionable? ▼
It depends on the specific allowance:
  • DDaT RRA & RTA: Non-pensionable in almost all Civil Service departments. They increase your gross pay (subject to Income Tax and NI), but you do not pay Alpha pension contributions on them and they do not build 2.32% annual pension accrual.
  • London Weighting & Shift Allowances: Fully pensionable in London Civil Service roles. Member contributions are deducted on these allowances and you accrue 2.32% annual pension on them.
How does annual CPI inflation revaluation work on Civil Service Alpha pensions? ▼
Every year you work in the Civil Service, 2.32% of your pensionable earnings is added to your pension bucket. Each April, your total built-up Alpha pension pot is increased in line with the Consumer Prices Index (CPI) inflation rate (measured from the previous September). This ensures your accumulated pension maintains its real purchasing power both while you serve and if you leave as a preserved member.
Does salary sacrifice (e.g. Cycle to Work or EV car lease) reduce my Alpha pension? ▼
No. Civil Service rules state that your pensionable earnings for Alpha are calculated on your unreduced pre-salary-sacrifice base salary (known as your Notional Salary). Utilizing Cycle to Work, EV lease, or childcare voucher schemes reduces your Income Tax and National Insurance bills, but does not lower your Alpha pension accrual or your department's 28.97% employer contribution.
What death-in-service and family survivor benefits does Alpha provide? ▼
As an active scheme member, Alpha provides robust financial protection for your family:
  • Death in Service: A tax-free lump sum payment equal to 3 times your final annual pensionable salary paid to your nominated beneficiary.
  • Survivor Pension: A pensions payout for your surviving spouse, civil partner, or eligible cohabiting partner (equal to approximately 37.5% of your accrued pension).
  • Child Pensions: Pensions for eligible dependent children until age 18 (or 23 if in full-time education).
What is Civil Service Partial Retirement? ▼
Partial Retirement (phased retirement) allows active Alpha members aged 55+ to draw up to 80% of their accrued pension as income while remaining employed. To qualify, you must reduce your working hours or job grade so that your annual pensionable pay drops by at least 20%. You continue to build up new Alpha pension on your remaining earnings.
